Status as of 3 November 2026: the campaign is still running as a live petition (about 40,803 signers when indexed), not recorded by WeMove as a victory. Its immediate demand is to preserve every existing ReFuelEU Aviation target and strong supplier penalties during an anticipated review. The underlying EU law remains in force: the first binding 2% SAF obligation applied in 2025, and reported SAF supply reached 2.8% in 2025. The Commission has also stated that the future review is intended to preserve the Regulation’s ambition while making targeted technical/simplification changes. This is a meaningful current protection of the policy framework, but not a final safeguard: the statutory assessment/review begins in 2027, and investment, especially in e-SAF, remains uncertain. There is no evidence that WeMove’s petition caused the policy to remain intact or influenced the Commission.

The claim that BP, Shell and other oil interests are simply trying to “kill” ReFuelEU is not established by the evidence found. BP’s published position welcomed a binding mandate, urged a higher 2030 target, and supported high penalties, while also seeking a less stringent non-compliance mechanism. Shell’s 2025 lobbying report calls the ReFuelEU supply obligation essential, but advocates changing the stepped trajectory and e-SAF penalty structure. These positions show oil-company engagement and requests for design changes, but contradict the campaign’s blanket depiction of BP and Shell as opposing the law altogether. Pressure to delay or weaken targets in 2025–26 is better documented for airline interests than for BP or Shell.

Feiten en onzekerheden

Bevestigd

  • WeMove’s campaign is active and soliciting signatures; it is not presented on the organisation’s current site as a completed victory.
  • ReFuelEU Aviation is a binding EU regulation adopted in October 2023. It requires SAF shares beginning at 2% in 2025, rising to 6% in 2030, 20% in 2035 and 70% in 2050; the synthetic-fuel sub-target begins at 1.2% in 2030 and rises to 35% in 2050.
  • In 2025, the first implementation year, reported SAF supply was 2.8% of fuel supplied at Union airports, above the 2% legal minimum.
  • The ReFuelEU framework includes Member State enforcement and penalties; a detailed Commission assessment in 2027 may examine whether targets, scope and fines require revision.
  • No evidence found demonstrates that WeMove’s petition caused the mandate, its 2025 over-compliance, the Commission’s investment measures, or the current stated approach to review.
  • BP and Shell have publicly supported core SAF-mandate measures while also advocating selected changes to mandate design, enforcement or financing.

Onzeker

  • The exact campaign start date and the number of signatures delivered to any EU decision-maker are not established.
  • No official EU institution, parliamentarian, Member State, coalition partner or independent source was found attributing a ReFuelEU decision to WeMove or responding specifically to this petition.
  • The identities and positions of all companies supplying the 2.8% SAF total are not provided in the cited EASA summary; it cannot show whether BP or Shell individually met, exceeded or obstructed their obligations.
  • The final scope and content of the 2027 ReFuelEU assessment/review are not yet known. A stated intention to preserve ambition is not a binding guarantee against later legislative amendments.
  • Although the 2025 2% mandate was exceeded, e-SAF supply remains immature: EASA reports no large-scale project had reached final investment decision, so compliance with the 2030 1.2% synthetic-fuel sub-target is not demonstrated.

Tegenstrijdig / afwijkend

  • WeMove says BP, Shell and Total are lobbying to “kill” or gut ReFuelEU Aviation. BP’s published ReFuelEU submission instead welcomed the blending mandate, sought a 10% 2030 target, supported broad flight coverage and said sufficiently high supplier penalties were essential; it nevertheless requested that paying a penalty should replace the additional catch-up supply obligation after non-compliance.
  • Shell’s 2025 lobbying report says ReFuelEU supply obligations and the aviation ETS support scheme “remain essential,” but Shell also asked for a linear rather than stepped mandate trajectory and an absolute rather than variable e-SAF penalty structure. This supports the narrower proposition that Shell seeks changes to the rules, not the proposition that it seeks to abolish the mandate.
  • The Commission position reported in September 2026 is that the forthcoming review should preserve ReFuelEU’s ambition and objectives. Independent reporting nevertheless notes that an ordinary legislative review could later be broadened by Parliament or Council, creating a material future risk to the targets.

Official 2026 annual report for 2025 implementation: 1.1 million tonnes of SAF, or 2.8% of fuel supplied at Union airports, exceeded the 2% mandate. It reports that the overall 6% 2030 target is projected to be on track, while synthetic aviation fuels remain at an early stage.

SAF/E-SAF: delays expected in the Commission’s implementation of the regulatory framework News Tank Transitions · 17 september 2026

Reports a Commission spokesperson’s September 2026 position that the future ReFuelEU review should focus on targeted simplification and technical adjustments while preserving the Regulation’s ambition and objectives. It also reports delays and a risk that co-legislators could broaden the review, leaving future policy durability uncertain.

Europe — ReFuelEU Aviation InfluenceMap

Its evidence synthesis concludes that oil and gas companies including Shell and BP generally supported a SAF mandate, whereas recent negative pressure to delay the mandate is principally documented among airlines. This is not primary evidence, but it independently cautions against attributing anti-ReFuelEU lobbying broadly to BP and Shell.

Climate and Energy Transition Lobbying Report 2025 Shell plc · 30 november -0001

Shell reports engaging EU institutions on SAF and e-SAF and says ReFuelEU supply obligations and ETS support remain essential. However, it favours a linear rather than stepped trajectory and an absolute rather than variable e-SAF penalty. This evidences lobbying for design changes but not an outright rejection of the mandate.

ReFuelEU Aviation — BP response to proposal for SAF blending BP p.l.c.

BP’s published ReFuelEU response welcomes a SAF blending mandate, asks for a higher 10% 2030 target, supports broad scope and says sufficiently high penalties are essential. It also seeks a more flexible non-compliance approach without a subsequent catch-up supply obligation. This materially qualifies WeMove’s claim that BP seeks to stop the law.

Keep Big Oil out of our skies WeMove Europe

Live petition states the frozen demands in operational detail: retain the 6%/20%/70% SAF targets, 1.2%/35% e-fuel targets and strong supplier penalties. It alleges oil companies are lobbying to reopen and weaken the law. This is evidence of WeMove’s activity and claims, not independent proof of corporate conduct or impact.
